yes, the VOIP (voice over internet protocol) services send and receive phone calls as small packets of sound over your cable modem.
The service I use (Lingo.com) charges a fee (I forget the amount) for a box that is placed between your cable modem and computer. Your phone then plugs into the device.
So, you no longer have a phone plugged into the phone jacks in the house. The downside is that you only have one access point for your phone. Since we needed a new phone anyway, we bought a Uniden cordless phone that has a base and then handsets throughout the house that sync with the base.
Both Lingo.com and Vonage offer home plans that have unlimited calls to all of the US and Canada, which is really the best feature. I think Lingo has a better plan for international calls, which is why we went with them (my wife is from Nigeria).
You have all the regular phone features (call-waiting, call forwarding, caller ID, etc.) and voicemail. You CAN keep your home number--it takes a week or two to discontinue it from Verizon and get it to the new service. You'll have a temporary number in the meantime.
The technology is still working out all the bugs. Lingo has had a few issues from time to time, like voicemails taking hours to get to the mailbox, choppy sound, etc., but their customer service (via email) has been excellent and extremely quick. We've been using them since last October, and only had two problems with the service, which were fixed by the next day.
I believe Ford Motor Co. and some other major businesses have recently switched to VOIP, so I'm fairly certain that the quality will only grow.
