Keep in mind the following doesn't include annual compensation. That is on top of this:

How do they expect anyone to relocate given a mere $2.75 million these days? I mean sure he gets a year of free housing and a 4 year "mortgage interest subsidy" too but even so will $2.75 million cash come close to covering it?
