Just to play devil's advocate, he is getting $20M to run a company with 150,000 employees and $80B in revenue. And the cost of that 15,000 sq. ft home in Palo Alto (probably closer to 30K sq ft) is probably $10-20M anyway.
Yet some baseball players get ~15-20M to *play a game* for 8 months of the year. Toss a baseball around, swing a bat quickly. Then loaf along to first base and allow fly balls to drop in front of them to save the knees.
Hurd got the stock to go up by $2 just by joining. So he just created $6B in increased shareholder value (~3B shares outstanding). That's a pretty decent return on $20M.
Of course, Dave Packard and Walter Hewlett are shaking their heads in heaven. They were happy enough to wander around and see cool things being invented. The money came second.
