I remember that this mileage difference was also true with the 9000 line and that in 1998 the CSE was the lone model but with the "Aero" engine. So I went to Edmunds to compare mpg. Didn't have 1997 mpg data so 1996 is the base line and 1998 compares what happens with "Aero" engine but no Aero body kit.
1996 9000 CSE 200 HP (recommended 87-93 octane):
Manual: 20 mpg / 27 mpg Automatic: : 17 mpg / 24 mpg
1996 9000 Aero 225 HP (recommended 91-93 octane)
Manual: 20 mpg / 29 mpg Automatic: : 17 mpg / 26 mpg
So we have the higher HP Aero with better mpg but only on the hwy where drag is an issue. So what happened in 1998 when the 9000 CSE got the 225 HP engine but without the body kit? In the case of the manual CSE it didn't really change (city is up 1 mpg and hwy is steady). So that redeems my theory on the body kit perhaps? Oh wait the wrinkle.... In the 1998 225 HP CSE with automatic the hyw is up 2 mpg and matches the Areo. Interesting. However, city mpg is also up by 1 compared to both the 1996 Aero and CSE (auto and manual) too so maybe there was an improvement for other reasons that raised all mpg compared to what it would have been? Also the difference between automatic had manual in 1996 was 3 mpg in both versions but only 1 mpg in the 1998 9000. So there may be some confounding factors.
Manual: 21 mpg / 27 mpg Automatic: : 18 mpg / 26 mpg
Conclusion: I don't know.
