His behavior was made the way it is by something. Whatever that might be. It maybe something that someone can point to and diagnois as psychological or a medical condition. Perhaps even treat to a degree with medication. Perhaps it isn't something that can be understood in these terms. He is a product of amazing complexity like all of us. He is what he is.
If appropriate can something be done is the question? Personally I'd say someone who displays the level of social dysfunctionalism he appears to have might indeed have something the mental health community would consider a mental illness. He doesn't simply avoid work (I could aspire to that) or live at home at 29 (it might work for some although I can't imagine it). Someone that did those things and spent their time partying you might say is simply a jerk. He sounds completely disengaged from the world at all levels and socially rather unskilled. You also mention that maybe his mother has a mental condtion which is a potential red flag.
Personally I'd guess that there may indeed be something wrong that rises to the level of mental illness and it has perhaps become more profound as he as aged. That would not be unusual. But I can't really say.
