Agree w/ several others- RoundUp (glyphasphate) the current best is 50% solution. You can get it from an agricultural supply store in quarts or 2.5 gallon jugs, the 1 quart should be plenty. It'll be about $35 for the real stuff. read the instructons, I think poison oak/ivy is specifically covered.
I have no experience wth poison ivy but on th e West Coast we have poison oak & poison sumac which should be very similar. Apply RoundUp to folage. Cut large trunks & brush or pour on diesel fuel on the fresh cut.
For poison plant contact we have found Zanfel to be almost magic. (not cheap, but sometimes you'll pay any price)
