The police is giving bad advice. The only way the advice works well is if both parties are willing to pay for their own damages and probably pay between $2000 and $4000. (Or if one party is willing to pay everyone's damage).
The insurance company can fault you for not reporting it to them.
The loophole to get you out of this mess is to see if it is ok in your state to file an accident report yourself (as opposed to a police written report).
It is unclear who is at fault. If the minivan is at fault, consider whether you wish to pay $2500 out of your own pocket (assuming the other driver finds this acceptable)
I have no experience estimating work. However, my wild guess is $1500 for the fender and $1000 for the door and all the trim included in the above. So, $2500 is my guess.
