SAE & DIN are 2 organizations who's business includes writing specs (rules) for how the measurement should be done.
I'd have to spend some time looking up the details, but here's the general idea...
Gross horsepower can be measured on an engine dyno ('stand'), but you're allowed to remove the alternator, airfilter, exhaust system, maybe even remove the water pump & fuel pump.
Net power is also measured on an engine dyno, but all those accessories have to be there 'just like the car'.
DIN is what, Deutsche Industrie Norm or something like that? It's sorta like a German version of ANSI/NIST, but now there's ISO as well. So back in the day, SAE & DIN both write detailed procedures for measuring gross & net power. Maybe they called for different air temperature? Or different oil temperature?
Just to make it more confusing, there's also 'metric' HP which is different by almost 1.4%...
