I went thru a job relo/promotion situation a few years ago and did some research on pay negotiating. First, there are many books on the subject so perhaps a stop at your local bookstore is a good idea, if you have not already done so.
IIRC, the rule of thumbs for pay raises are 5-10% increase if the promotion does not require relocation, 10-20% if you have to relo. Obviously cost of living can be a huge factor in the offer (I was going from affordable metro Atlanta to expensive Seattle so I did lots of research on cost of living differences). Having documentation on hand as a selling tool will help a lot.
Switching employers throw a lot of wrenches into the works and they all have to be assigned some sort of value to really determine if you're getting a good offer. Their relo package alone can make or break a deal. Compare all this stuff to your current employer's policies and make sure you're at least competitive.
I'm sure they want you so they're not gonna want to lose you over a few bucks per paycheck. But they have their limits and other candidates in the wings so pushing for more $$ can be touchy. The more convincing your counteroffer, the better. Good luck to you and let us know how it goes for ya.
