the sign is there because of the EMTALA law, which the feds enacted to keep ERs from dumping/refusing to see emergent uninsured patients. basically, if you show up to an ER (or even in the vicinity thereof), it is against the law to turn you away, although this doesn't mean you are seen for free--the hospital can still bill you for services. unfortunately, this means we have to see ridiculous complaints (i've treated "emergent" acne) as well as every drunk off the street (in new orleans, no less), and spend $1000 of your tax dollars on unnecessary tests so we won't get sued. some of our drunks that we see nearly daily have run up >100k in bills. and no, it doesn't matter if you're a citizen or not. of course, ER doctor is the only profession in the world where you're forced to see people knowing they're not going to pay you (tell your plumber that you don't have the money to pay him, but you have a REALLY bad leak). but i digress. as to the original question--yes, the hospital will be thrilled to be collecting any money and will likely reduce the amount due. additionally, they will work with you to set up a payment plan. if you ignore it, it will go on your credit record.
