The first reason not to hire more than you need is that you are paying for more staff than you need, and payroll and benefits are often a company's greatest line item in the budget.
The second reason not to hire more than you need and weed them out at the end of the probationary period is that it is very expensive to train, house, supervise, and provide systems and clerical support to people who may not work out.
Most companies/agencies have to hire the people they think will contribute, perform well, and fit in with the organization. Determining skill sets, past performance, attitude, and potential is a huge challenge for hiring managers, and their own success is often tied to the people they hire.
Limited dollars and positions mean job candidates have to show what sets them apart, and convince a hiring manager they should take a risk on them.
Good luck Todd, let us know how you fare. It's hard, but you might want to call the company and ask what you could do to improve your chances of getting a job next time. You might pick up some tips, and if for some reason the person they hired didn't work out, they might contact you. Cheers, Erik
