I do not agree with that point. The bolts can be firmed up (pre torque) in the air. The hub contact faces will be in full flat contact. The hub centric diameters control the centering. When lowered to the ground, the moderate pre-torque may prevent any movement, but if there is any movement, it is of no significance.
When doing intial torque on the front wheels, the wheel can be spun a bit to the left then jerked to a stop with the wrench creating a significant increase in torque that can be applied. Any sudden action with the wrench creates torque against the rotational inertia of the wheel.
Rear hand brake will allow for full torque in the air. Front axle is another issue altogether, also depends on if the opposite wheel is also off the ground.
