OT: quiet pet bird?

so my boyfriend and i made the mistake of going to a pet shop this weekend and fell in love with a Jenday Conure. unfortunately, we will be living in apartments for the foreseeable future and apparently these birds are L-O-U-D (although the one in the store was super quiet when we saw it).
so we're wondering what else we could get. in the running are finches (quiet but can't really be handled) or a canary (nice bird, he had one before). we'd prefer something a bit larger and more interactive but it seems like birds larger than canaries are prone to screaming. does anyone have suggestions? how are cockatiels? i know all birds have the ability to make a ruckus but are there larger birds than tend to be quieter? are all conures loud? and the blue headed pionus?
