I wouldn't buy a new computer for less than $500. You get what you pay for.
If someone uses the computer a lot, they should budget $300 just for a monitor. It's the only part of the computer you stare at constantly for hours on end.
I build computers at work and have friends and family that build/sell/repair computers for the general public. You would never believe how drastically someone like dell would skimp just to save $5 on a consumer machine.
Keep your old PC for programming the pronto, etc...
I've never been a fan of the Mac mouse, so I'm glad the mini didn't come with it. They are too small, and the one-button thing bugs me. I like choosing a monitor separately, so that's fine. I don't use speakers with my computer, and if I did, I'd use a home audio receiver and not some tinny amplified computer speakers.
OpenOffice takes care of all my office software needs. Other than that, the computer probably wouldnt be used for much other than internet, board games, and managing photos and mp3s.
We have a mini at work, and it's pretty quick. I'd be tempted to install one at home for general use, but my linux PC is suiting my needs perfectly well.
