Why weren't we playing the blame game after 9/11? The people of NY didn't loot. The leaders in NY weren't waiting for someone to bail them out, they made things happen. Local leadership makes a huge difference during events like this.
I know 9/11 isn't quite the same, but local leaders took control! There was no leadership in NOLA.
One major difference between 9/11 and the hurricane, there was time to prepare for the hurricane. Why didn't they use the local buses to get people out? Why wasn't the local leadership on the phone with other states to get people out? A Cat five storm is heading for your city, you have days to plan, get people out of town.
