... but the truth is, a phone which is not activated can still be used to call 911 (or 112 in some countries). I'm not sure if it's a law (i *think* it is) or if it's just done for liability reasons, but if you have usuable signal and a deactivated phone, 911 is possible. My old V551 springs to life with an "Emergency Call" dialog box if i start keying in 911 or 112, with no SIM card in it.
My mother keeps an old Nokia 5165 (TDMA) in her 9000 just for such situations, and has used it once to report a car on fire on the side of the road. I'm trying to get her to get a cheapo plan, and use my spare phone as her own but she refuses to do it.
