I'm self-employed but I refer people to folks in companies I do business with, and tell that person I've given their name to someone. I will only do it for someone I know reasonably well. The person I refer them to knows I don't do it casually, so they are always willing to talk to the person. Sometimes they get jobs, and my help is remembered. A useful thing sometimes.
If I had to actually go find a job (a truly scary thought) I'd network and call on all the people I know who might be able to hire me. The networking is essential. I hire contractors for some stuff and I much prefer to use someone who has been referred to me by a person I trust. Think of it as a Certifed Pre-Owned approach to hiring.
Your wife needs to comb through her Rolodex, Palm or whatever and do some calling. Look for openings, ask questions, ask who else she might call. That gets it started, and it just takes time. Good luck to her!
