You are probably right about such a shift being easier for smaller nations (less inertia so to speak). Here in Iceland (a small nation indeed, the population here just passed the 300.000 mark last month!) about 90% of all houses use geothermal heating. And all our electricity comes from hydropower stations. In total about 70% of our energy consuption is from local renewable energy sources, the rest coming mostly from imported fossil fuels for transportation.
But Iceland is an unusual case. Geothermal energy is not avalible in the same quantities in any other country I know of and hydro power requires dam-able rivers. Being a bit of an enviormentalist myself, I find it very interesting to seeing how other nations propose to solve the energy problem in an enviormentally friendly ways.
Another interesting point to consider is what effect less dependency on oil will have on global politics (effects we won't see for the next few decades, but still an interesting thing to ponder).
