My post that you responded to describes details that are passed along to a web server log as part of its regular features. As part of a web server-browser's regualar connection protocol, no, you cannot browse any cookies that your server did not set. I do not recall (I have a book on cookies on the shelf and I'll pull it out later) if you can set global cookies are say that your cookie can be read by any site though. But the cookies that Saabnet.com sets can only be read by the Saabnet.com server.
That's not to say that hackers can't hack data (and cookies constitute data) on your machine through your browser, spyware, or other methods, because they can and do.
