All it takes to pay wholesale is to have a wholesale account with the wholesale seller. What that takes depends on the seller.
Some places require you have a tax number. Some places just ask that you register.
Some places require you to go through a major credit check, not as an individual, but as a business.
Some places will require a minimum order, or minimum activity. So you might be able to get a really good price on something, just as long as you're willing to buy enough somethings to hit $1000. Not bad for high-end stereo equipment, but a real bummer if you're just trying to buy a light bulb.
I'll bet that your buddy has an established relationship with that wholesale firm, and that his tax number is his business identification number with the wholesaler. It has nothing to do with taxes, and there are no laws here - anybody can buy from anyone (excluding restricted/hazardous material and products)
But don't assume that you can buy wholesale on everything. But yes, with a little bit of calling around, you can quite often save money.
