It encompasses using less oil--which is a diminishing resource. Even though ethanol has less energy content and you don't go as far as on a gallon of gas, you are using less oil/gasoline. This is a good thing.
Next, less powerful fuels can give rise to smaller vehicles that don't require as much power to push around. This is also a good thing, as smaller vehicles (I'm talking up to Saab-size, not millions of SmartCars) use less resources to build and will use less fuel to operate.
These along with other, broader energy saving measures across society can reduce overall energy demand. Cars are huge consumers of fuel, but not the only ones. Heating homes and buildings, electricity generation and other transportation are also major culprits. How about less air travel?
Personally, I don't see any reason for V-8 engines or even most V-6s. Smaller is better. What we really need are major lifestyle changes. Except for people with big families (which is, IMHO, irresponsible), there is zero sacrifice to drive around in, say, a Saab or Volvo wagon and get 30+ mpg highway, instead of a 5000 pound SUV and get 17 mpg.
Ethanol will likely be just as expensive as gasoline. So you pay your money and take your choice. I think we'll see $5/gal gas in the U.S. within 2-3 years. And ethanol will simply be an alternative. So will biodiesel, etc.
