Having done painting and carpentry for 30 yrs, I would NOT use any paint or solid body stain on your cedars. This is inviting long term maintinance issues. If you are determined to have color, use semi-transparent or semi-solid oil based stain. Save the paint and solid stain for your trim. In my area(Downeast maine) most people let the shakes go natural. By using a "bleaching oil" you can achive even "weathering" results.
As to waiting to stain, this can be done after a couple weeks of dry weather. If you have any ??? feel free to contact me.
