Cedar, like the other naturally decay resistant woods - redwood, teak, etc., possesses this property because of natural oils in the wood. You need to allow these oils to dissipate/evaporate slightly for the finish to penetrate the wood fibres and adhear to the shingles.
I had the bay window of my home rebuilt nearly 20 years ago using all redwood. I let it weather a month or so, primed it with oil based primer, them covered with latex paint. The bare redwood was beautiful and I felt guilty painting it, but bare wood seldom ever achieves the promised silvery gray finish without portions being covered with mold and moss.
Ask the painter to return to the job in a month, and to use oil based primer. Oil based primers still work much better than latex based products.
