Accident/insurance help

A friend was involved in a minor bump of bumpers (literally) with someone back in February. No insurance information was exchanged as everything was agreed to be fine. The other person recorded my friend’s license plate, filed a claim with their insurer, and their insurance company in a late June letter is demanding to know of my friends insurance or lack thereof in order to resolve their clients claim. It is a small claim of about $340. There was no damage to either vehicle. Is there anyway that my friend could possibly be liable for this. I say no way, but I can’t persuade my friend of this. It seems that without a police report claiming damage, especially this long after the fact, it is unrealistic. Any advice I can pass along to help deal with this? Should one ignore this, fight the matter, deny the accident, or something else? Obviously my friend should not claim against her own insurance, but she wants to avoid paying anything if possible. I think that this small Massachusetts insurance company that the other people used is just trying to get someone else to pick up the tab.
