Any sane non-felon can carry a gun in public, you'd just need a permit to conceal it. Concealing a gun in a car without a permit is illegal too, but if it's on display (a rack, or in the open) that's OK. If it's not usable (child safety locked, no magazine, bolt removed, broken, etc...) it's OK to be hidden under some circumstances and every state differs in those laws.
It's starting to get into a political discussion, but there is still important automotive discussion left in it.
