As a motorcyclist, who frequently commutes on I-69, I spend more time worrying about tire cast-offs than I do deer. Traffic typically runs so close together, you don't have much time to react.
I can't imagine that these tires just suddenly delaminate, there has to be visible warning signs (any trucker-type welcome to provide more info).
"Trucks need it so it sounds an alarm when their tires blow. Then they should be required to call for a clean up or do it themselves. If they don't, they should receive prison sentences."
I certainly favor your first two sentences, but fining the owner of the truck, and putting points on the driver's license would be a more reasonable punishment. Unless a death occurs due to their negligence, then criminal prosecution is appropriate.
