$45 for 20 over?! I once got a $250 ticket for 20 over! Be happy you only got a $45 fine. And the points are apparently not a concern to you because of your 3 credits.

As far as trying to conduct discovery, subpoena witnesses, etc... that's really a huge waste of time and money. The courts and the state have much bigger fish to fry, and none of that process is free. You have to pay to issue subpoenas, and pay to have them served (and you can't do it yourself).

I had a very strange experience recently in Maryland where it was just us speeders and the judge; no State's Attorney or DA to prosecute the state's cases. Apparently the court relied on the cops to show to do the state's part. In my situation, the cop didn't show, so the judge threw it out. More often than not the cops don't show.

The stuff about calibration, etc, is really irrelevant because as far as I can tell he did not give you an exact speed based ticket. An unsafe speed ticket is completely discretionary on the cop's part. You are lucky he didn't try to nail you for reckless endangerment. As to what your speed was, cops can pace you from any side to determine an approximate speed; that sounds exactly like what he did.

If you really want to challenge this (and I recommend you don't), just show up in court and hope the cop doesn't. Neither the law nor the facts are on your side here.

Bottom line: pay the fine and move on. And don't follow cops!
