An underinflated tire has a more complicated curvature where it meets the road. Block & sipes open up more at the leading & trailing ends of the contact patch, but they close up in the middle as the local pressure is lower. You can kinda sorta think of it as the tread buckling upwards (away from the roadway) in the middle of the contact patch when it's underinflated.
Generally water gets pumped out from the contact patch, but snow gets packed under it. Slush is sorta intermediate. Some tread designs seem to pump water out the sides, some are more open in the fore-aft direction. It all depends on the details.
Like I said, I think it's unpredictable whether underinflating would make it better or worse. Not guaranteed worse. Or better...
