I assume you found valves with no handle, just a square boss that you need a wrench to turn. Those may have been installed as balancing valves, meaning only one of the three (probably the one to your second story or most distant loop) should be opened full.
The loop for the lower level and the loop for the basement should have their valves opened less than full (the basement maybe only 1/4 open) to provide equal pressure drop and equal flow. Expect to play with them later to achieve a satisfactory flow and temperature for all three levels/wings of your house,
They sound like "plug valves", and they can typically be rebuilt with new packing or grease (grease so thick you would swear it is sticks of clay at standard room temperatures) to prevent leaks.
