Tires are held to different quality standards. That's not to say that they'll sell you unsafe tires.
OEM tires going to plants are held to a very high standard. when they set up a run for a tire, they run some pilot/test tires and do quality checks (however many are required to meet that level of quality). When everything passes, they run the batch.
Some tires simply get more checks along the way. OEM's get the most. I think the sam's club type get the fewest. The rest end up somewhere in between. It's not like the use substandard materials, or anything else. It just a matter of how stringent the tolerances are, and how often they're check throughout the process.
All that said, I have no idea what TireRack gets compared to Sears, your local Ma&Pa tire shop, Sam's, etc.
