Security is always at battle with retaining the business goals of ignorant staff and customers. Make it super and you will have minimal security problems, but have lots of support issues and training issues. Someone higher up than the IT guys probably wants it easy for staff and customers to save labor costs. The decisionmaker retires (or gets promoted), and his replacement gets saddled with a breakin or fraud related to security policies.
I switched banks after a local bank had security breakins. Unfortunately, they didn't ask why I was closing my accounts, so they probably didn't learn from that as much as they could. It's easier to switch banks than deal with security related fraud problems.
For instance regarding now allowing symbols, many people don't know where the tilde is on their keyboard, or don't know the difference between slash and backslash, or what the caret is. Imaging a tech support person saying, "now type 45 caret bang Capital-z tilde slash p." Few people outside of the IT business would be able follow that direction.
A weak password of just letters and small numbers, like 57chevy, sorry 34ford since you're limited to 6 letters is super easy to automate the breaking of.
A stronger password is still easy to create and remember and will provide thousands of times better security to your account. "Jak'sMonsta900" or "1984SPG_purlwhite" would be long passwords that have letters of mixed case, special character use, non-dictionary, and numbers. It would be almost impossible to guess. I would suggest 10 or more letters for strong security.
