In my days at a tire store, I plugged hundreds of tires, and always was under the inpression it was safe as long as it wasn't near the sidewall.
I was also told a better approach to plugging and/or patching the hole is to plug the outside, then shave off the plug on the inside and outside, then patch the inside. Just patching the inside leaves the outside hole open to water and dirt that can enter the hole.
I'm still 100% for just plugging the hole. NAPA sells the best plugs that I have ever used. They are about 3 inches long, woven gummy fibers. Even with a razor blade they are tough to cut, and the holding power is superb.
