Vista comes in more versions than Starbuck's has coffees. You can get Home Basic, which I believe has the capability to Boot Up and Shut down, all the way up to Super Ultra Pro, which actually does all the things they show on the ads.
Second, the computer has to be able to support it. The reason MS has so many versions of Vista is that it is very resource hungry (memory and processing and video processing). There are lots of machines out there than just plain can't handle processing the more advanced capabilities, even brand new.
I'll bet a $200 computer has minimal memory, a low-end processor, and a simple video processor using shared memory. So at best you'll be running Home Basic Vista, and at that, I'll bet the computer will spend its time trying to run the operating system, and everything else will be slow.
Given that, XP is less (relatively speaking) of a resource hog, and you'll get some performance.
With Windoze machines especially, you have to be very careful about matching the capability of the hardware with the operating system. Many folks have found Vista to cripple what they thought were some pretty sporty computers. If you're looking low-end, don't burden the hardware with a resource-hungry OS.
