Along with some others, I've thought about this as well. (The Audi seat pictured looks like it's waiting to dump it's occupant over the back. Just looks like it's not centered.)
As for actually doing it, I'd recommend getting a seat out of the car (Either you own, or find one at a yard. From there, you actually have the seat to look at. Figure out the positions of the mounting bolts under the seat. If they are tucked well enough under the seat bottom, then I'd go ahead and plan on using those. From there, you'd need to fashion a piece of metal or wood (strong enough) to connect the seat bottom to the top of a set of office chair wheels. Figure out how you'd like to adjust the seat (Via office chair controls, or with the seat controls. Remember that the seat will need power if it has motors. I think the only way to make that work would be with a DC converter and a wall plug. Remember, however, that you might not have to have it plugged in except when you adjust it. How often do you adjust your office chair?
Something to bolt to the top of the spindle on the wheels and to the seat bottom. This bit might need to have a pitch adjustment built in to it. Perhaps setting the seat on an elevated surface to check and see if it's naturally tilted too far back or forward will help determine what kind of wedge will be needed between rollers and seat-bottom.
I think it's do-able, but not having done it, I can't speak to the intricacies you'll run into. If you do decide to do it, take pictures and show us how you solved the problem.
I also think that the seats in cars will be significantly heavier than most office chairs. You'll have to get used to that.
(I want a 9000 aero seat, or an e30 BMW sport seat.)
