CA knows when you should change your oil

If you haven't heard, the state has launched a campaign to get people to change their oil less often. The website is called the 3000 mile myth. I've linked a news article with a little more background.
I have to question 2 things about this campaign. First, I know Jiffy Lube has tried its darndest to drill that 3K number into people's heads, and if you stop someone on the street that's the number they are most likely to repeat. But really, in today's world, just how many people are really keeping to that schedule? I'm thinking most folks think of their cars like a dental checkup, and only change their oil once (maybe twice) a year.
The other thing I find odd is this state statistic: "According to the CIWMB in 2005, the latest year for which statistics are available, approximately 153.5 million gallons of used oil is generated annually. Only 59 percent of that oil was recycled." Only 59% recycled? Are there really that many DIY'ers who are dumping the stuff into a hole in their backyard? Again, I have to think almost everyone these days pays someone else to change their oil, and I can't imagine 41% of them are not recycling (esp. since it's the law).
