I'm sure you'll believe all of them, if you think some backyard tinkerers can crack water molecules to extract the hydrogen. This is not a trivial process and is not compact and portable as the scam-artists on the site you link to want one to believe.
However, using water in internal combustion engines has been done for years. It's called water injection and is used to cool the intake charge in high compression engines to prevent detonation.
And "hydroxy" as they call it, is still 2 hydrogen molecules and 1 oxygen molecule. H2O, as we usually know it.
FYI the car on that site is something like a Ferrari 250 LM racer from about 1963 or so. It may be Photchopped to be running on a wet road, but running on water? I think not.
