I liked Portugal, although many travelers never go. If you are in southern Spain, Gibraltar was unique. Morocco can be nice, but time consuming ferry travel can be a problem at busy periods. Scandinavia is fabulous, especially in the spring period, when it isn't busy. Andorra is scenic. Monaco if you can afford it...nice to pass through. The cars there are amazing. Many portions of Eastern Europe are great and less expensive. Benelux is interesting in part for the contrasts over such a small area.

I think you should pick a region to avoid excessive crisscrossing, unless you will be taking overnight trains. Then excessive travel can mean a longer sleeping period and makes more sense.

You can do a little or a lot in three weeks depending on your travel method and style as well as energy level.

I'll go out on a limb and say Italy is overrated. Amazing scenery beats ruins hands down in my view, but I guess everyone has to see the ruins at some point. While I didn't get to southern Italy, I found the Mediterranean areas of Europe least interesting. Maybe I'll think differently after another pass.
