You should start by taking the MSF beginner rider course, most states offer it through their DMV for a very reasonable price. Plus, succesfully completing the course lets you skip the DMV's test for your license.
In your price range I'd definitely suggest looking at some of the low-tech, mid sized standards or cruisers. I got a '96 Suzuki GS500 5 years ago and have been really happy with it. Fun to ride, easy to work on. I get the itch to upgrade occasionally, but for commuting and joyriding it's really great. The Ninja 500 is also a good choice, as are things like the 600-800 cc V-twin cruisers, like the V-star, Honda Shadow, etc.
