The electrical energy input into the batteries from any source external to the vehicle (the electrical power generated via regenerative braking would still be exempt) needs to be included in the overall energy efficiency of the vehicle. Electrical power generated from wind and solar sources has obvious environmental advantages, but it is still power which is added to the vehicle.
