The bit will go through concrete like a hot knife thru butter! Rental cost was ~$50 for 4 hours of time, job was done in around one hour.
You will want to drill the anchor holes and install the anchors before you close the pool so the cover will drop only 6-inches to the water level when it gets away from you and not 18-inches. Have a supply of pavers or other heavy bricks on hand to hold the straps so you can arrange/center the cover over the pool when determining the location for the anchor holes.
My cover is a Meyco brand, and their web site offers special anchors for materials other than concrete decking. One third of my anchors go into wood timbers that form a retaining wall surrounding my concrete deck. Meyco also offers special anchors for pavers and lawn areas.
Do you have steps into your pool? Covers with a step section are more expensive than the standard rectangular, so Quaker Plastics (manufacturer of many pool steps) has a special cover just for the step section that allows use of a standard rectangular cover. Strap extenders (also from Quaker) conect to the standard cover straps and extend over the plastic step cover to keep it in place during the winter months. Might be a way to save some money.
