Even the European Group III ban is getting murky... I have recently switched fom Mobil-1 to Total/Elf oils for my 9-5 and wife's 9-3SC. A recent posting of the MSDS disclosures for these oils on BITOG shows that one of my choices (Total Quartz Energy 9000 5W/40) is a severly hydro-cracked petroleum based product even though the label (printed with nearly 20 languages so I assume it is the European label) identifies it as a synthetic oil.
Total Quartz Energy 0W/30 is a fully synthetic (PAO based) lubricant. Identical name other than weight of oil, which makes things really confusing!
I vaguely recall reading somewhere that the cost difference between the hydro-cracked and PAO base stocks has encouraged the refiners to concentrate almost all their research on the Group III fluids. The result is new Group III based engine oils which outperform the Group IV "Hoily Grail" oils!
