Although I'm not exactly a Vista proponent, what you're experiencing is totally abnormal. Vista is actually pretty bloody stable, and has excellent plug & play & power management features. Those things should not be causing you headaches. The high RAM utilization is normal and expected - Vista's memory management operates differently and more efficiently than XP, and will pre-cache intelligently based on your usage. I would not be worried about that.
The common issues with Vista (at least post SP1) are program incompatibilities, higher graphics hardware requirements, and UAC. The things you're describing should not be happening, and I'd contact Dell about them. There is not a single modern XPS system that cannot handle Vista gracefully... my old, slow E2180 with 2g of memory runs Vista Home Premium excellently.
