Porsche and VW have had a very close relationship and collaboration of course. I am old enough to remember VW-AUDI + Porsche. However, the '+' signified a marketing relationship for distribution and sale in the U.S.; they were still independent companies although with long history of cooperation (staring right at the being with the commmon connection in Ferdinand Porsche).
From quick search it appears it wasn't until last year that they hit ~ 35% ownership (from 18.5 in 2005 and 25% in 2006) which "as a result of this acquisition, Volkswagen ... has become a subsidiary of Porsche Automobil Holding SE". OK so that indeed makes them the parent I guess although at 35% I'm not smart enough to get how that happened exactly. Then apparently they have been vamping that 35% up from Oct 2008 to present.
