Without knowing all the details of what you are trying to cut and weld, I have the following advice. I am currently restoring my Etype.
1. Unless you have significant welding to do or really want to learn how to do it, I would look at getting an estimate from a body man to do the work. I would probably do this anyway. It may be cheaper than buying all the equipment for a one time job.
2. Welders - Mig welder most likely the best pick. Mine is a 140amp Lincoln and will do all body work and some heavier structural (up to 1/8" I think). You will want a gas kit for for this (ar/Co2) and gas supply. If you only have 120V service make sure you don't buy a 240V welder! Of course, you will need all the safety stuff - eye protection, gloves.
3. Cutting - in smaller areas, a pneumatic cut off disc works well and gives a clean cut but can be slow on thicker material (you may be able to get an electric one if you don't have a compressor. An angle grinder with cut off blade works good in larger areas. If removing spot welds, you will need a spot weld remover bit for your drill. I also have pnuematic shears for larger jobs and air chisels for separating panels - likely won't need these.
4. Bending - a small sheet metal brake is likely required here unless you are buying preformed battery box - if you can find one, I would.
5. Sheet steel is available from local industrial sheet steel supplier - maybe even local body shop or body supply shop. Don't know what guage you are looking at - likely 18 gauge under the battery. Outside panels are usually lighter than that.
6. Welding - google Mig welding - lots of help on internet. Also, my welder came with a good do it yourself guide including video.
