Actually, the whole idea sounds very right-wing fascist to me:
1. If the new technology is mature in 2015 to deliver a car that costs less to own and operate than a gasoline car with similar functionalities, a ban would be quite unnecessary, and all the jackbooted thugs involved in enforcing the ban would be paid to do nothing;
2. If the new technology is not there, then the ban is effectively a ban against the poor and relatively less well off from car ownership;
3. If the poor and the lower middle-class is to be subsidized by the government to buy the new car, then the whole process has to be paid by taxing the next tier up and make the new cars less affordable to them;
4. If the government is to get in bed with car companies to develop any specific technology, then it's de jure fascism: government-corporate partnership; i.e. ripping off small firms and would-be new entrants to enrich the big encumbents and politically well connected.
Let's keep in mind the difference between free market vs. fascism: in a competitive free market, Henry Ford made cars affordable to the average worker by 1917, and within 10 years of that Afred Sloan took over half of Henry's market share by offering consumers more choices when Ford failed to listen to consumer preference. On the other side of the Atlantic, government built autobahn, and founded the Volkswagen company, but "people's car" wasn't delivered to any private buyer until well after 1946. Instead of building the promised "people's car," the Volkswagen company under government tutelage focused on building army staff cars!
Fascism is inherently inefficient because the government intervention and price setting make a hash out of normal market price signals that transmit changes in technology and consumer preferences. Success and failure is no longer determined by consumers, but by connection to government officials who force people to buy or not buy products at gun point.
