This sounds like OCD - obsessive compulsive disorder. The need a serious sit-down to let them know they are on a dangerous road.
My father-in-law has OCD. We've tried the sit-down, but he's also VERY stubborn (superman syndrome). He has 2 storage units packed full plus his apartment (which is under watch by the fire marshal).
He can't pass up a deal (or freebies) and has boxes and boxes of stuff he'll never use. When we moved him from one apartment to another, he refused to throw out empty pizza boxes (about 20 of them) and had a case of Pepsi clear 2L bottles in his closet. Do you remember when the stopped making Pepsi clear? Neither do I. You get the picture.
OCD is a treatable disease, so if that's what it is, get them help. Do a google search for OCD or "hoarding".
Person C just seems to have an issue with researching their purchases.
