I've found that many trees take a year to acclimate to being transplanted - primarily adjusting to the new soil, but other factors are involved - time of year, development of root system in the ball, ph of the soil, etc. I would fertilize as it's going to help with feeding and be careful not to overwater - blue spruce do not need large amounts of water and the roots need to breathe.
I planted a blue spruce early in the spring and it took until the following spring to show any appreciable growth. Remember the larger the tree the less likely the root system will be fully developed grown the way most nurseries grow them
