can only grow as tall as the roots will support. The roots are what holds it to the ground and keeps it from falling over. The tree has a "sense" of how much it's roots are gripping.
When you first plant a tree with it's ball, because the roots are not widespread, it is not able to support too much growth. As the root network grows, the tree is able to grow accordingly. This process can occur quickly or it can occur slowly, but either way, the tree won't grow any faster than the spread of its roots allow - otherwise it would quickly uproot with a strong wind or even just fall over.
As others have stated, give the root time to spread and you'll see. The issue a lot of times is that it looks like it's doing nothing from the top, but that's because the ball usually isn't even enough to anchor the tree at it's initial size (at least by the tree's calculations). So you have this period where the root network has to grow in size just to catch up with the size of the tree, then everything can grow together.
