As others said, while the car is idling is fine for pulling the fuse.
If your filter is under the car, also take care to examine and clean the banjo bolts. A few weeks back, I was changing the filter on my 1990 Volvo 740 turbo (filter & pump right under the driver seat), and had a heck of a time getting the new filter to seal. I had new seals from Eeuroparts, and still it kept leaking.
What I found was that the hex on the banjo bolts rusted all over, and particularly at the corners of the hex, the rust expanded and would not let the seals do their job. Ran the bolt heads through the wire wheel, and all was well. So, inspect the bolts, and be prepared to sand/wire brush or file the rust off of the heads.
