There can be retained pressure if there is a check valve between the pump and the filter. Is that so? Something prevents siphoning from the tank when the filter is disconnected and a check valve could do that.
For a pressure discharge, there needs to be energy storage, not just pressure. We need P * deltaV, but were is the deltaV? There system does not have an accumulator so I can't see that there is going to be much discharged under pressure. If there is air trapped in the filter after 60,000 or 100,000 miles, that would act as an accumulator. If one had to remove a filter that was just installed, there would be trapped air and a pressure discharge.
